This stainless steel device prevents light rail vehicles from applying power while maintainers are working on or around equipment.  They are cut using a water jet and then bent into shape using a small break.  When the master controller directional lever is covered with this tool the throttle lever is unable to be applied.  This prevents the brakes from being released.  The ignition cover has an individual lock component so the vehicle can still be activated and maintained (powered on) without harming any bystanders.
